This is one of the Litho Etching by Jules Renard, who at times, published under his alias, Draner, which is an anagram of his last name. This series had 136 different humorously satirical personality caricatures.

He was born in Belgium and later moved to Paris, France. He produced 136 lithos in this series ‎Types Militaires: Galerie militaire de toutes les nations

This is a rare find and the humor is very clear regardless of nationality.

Note: The frame has a few scuffs and this IS a vintage print and may have some foxing. The backing is coming off – see last photo.
